The Oklahoma Department of Mental Health and Substance Abuse Services mandates that we give preference in admissions to the following target groups in the following priority order:
1. Pregnant injecting drug users
2. Pregnant substance abusers
3. Injecting drug users
4. Women with dependent children
5. Persons with HIV/AIDS or Hepatitis C
